PROGRAM AND TARGET METHOD OF FORMATION AND REALIZATION OF STATE YOUTH POLICY IN THE REGION

Abstract

As a result of the Russian transformational practices, undertaken in the country recently, there is a revision of traditional views on youth role in social development. The author reveals the value of program and target mechanism in formation of state youth policy with active participation of youth resource itself. The youth isn't considered as the social group urged to adopt only experience of the senior generation any more. The younger generation is estimated as a force capable to have serious impact on rates and nature of social development.
