Abstract

The human factor in the XXI century manifests itself more intensely, but less efficiently in the system of economic and political relations produced by abrupt changes between global governmental basic stages of innovation and globalization. On the basis of the systematic study of the world about evolution, civilizations and countries at different stages of globalization an attempt is made to uncover the causal features of the finals Fall of the Russian Empire in February in 1917. The new world order produces civilizational changes, challenges which transform state, people and personalities. The author indicates that middle class is to be in the economic space of more spaciousness, to improve the management system and to get rid of legal nihilism.
