INTERACTION OF STATE AND SOCIETY IN THE SPHERE OF PROTECTION OF OBJECTS OF THE HISTORICAL AND CULTURAL HERITAGE IN RUSSIA IN 1718 - 1991

Abstract

The authors consider the process of formation of relations between state and society in the field of protection of objects of historical and cultural heritage during the state administration by emperors, and later by the Soviet authorities. The dynamics of the attitude to the historical and cultural heritage in the critical periods of Russian history is revealed, as well as the principles of the formation and functioning of the system for the protection of historical and cultural monuments. At the same time, on the basis of the analysis of normative legal acts, not only positive but also negative experience of security activity was studied. Issues of formation, development and popularization of local lore are considered. The article presents evidence of the rich experience of cooperation between public authorities and associations in the framework of the studied problems, which has become fertile ground for the formation of a modern framework for the protection of historical and cultural heritage.
