Provincial statistical committee membership: legislative and personnel analysis (a case study of kostroma province)

The purpose of the article is to analyze the diverse activity of the Kostroma provincial Statistical Committee members. The author examines the influence of the personnel on the effectiveness and efficiency of the provincial Statistical Committee work. Special attention is paid to the evolution of legislation and regulation of membership in provincial Statistical Committees, and to analysis of their social and professional structure. Unpublished archival materials of the Kostroma provincial Statistical Committee of the second half of the XIX century are used in the study. In addition, records and statistical materials, periodicals and personal papers are examined. Special-historical (problem-chronological, historical-systemic and comparative-historical methods) and general scientific methods (analysis, synthesis, induction and deduction) are used in the study. Due to the archival materials analysis, the author concludes that the Kostroma provincial Statistical Committee stuff consisted of various social members. Local clergymen made up the committee majority. It was a typical feature of the provincial Statistical Committees of the Russian Empire. The committee stuff also consisted of raznochintsy and burghers, local merchants and even peasants. The ability and desire to devote himself to the study of various province issues were the only condition for the Committee membership. A wide social structure of the provincial Statistical Committees facilitated the democratization of their activities in the second half of the XIX century. An active part of the urban community, representatives of the intelligentsia and officials also belonged to the Committee. The wide social structure highly raised the status of the Committee and made it one of the leading scientific centers in the province. The research results provide a better understanding the special activities of provincial Statistical Committees, which were a synthesis of state institution and scientific society, and identifying Committees importance in the formation of national government statistics, their contribution to the scientific development, educational and local history activities in the Russian province in the second half of the 19th century. The research materials can be used in the development of special courses and special seminars on local history, the statistics history, and the public life of Russian society in the post-reform period.Downloads
