Formation of the regulatory framework for military-political cooperation between Tajikistan and Russia at the end of the 20th – first quarter of the 21st century

The article examines the legal framework for military-political cooperation between the Republic of Tajikistan and the Russian Federation. Particular attention is paid to the study of the national legislation of Tajikistan, which forms the legal mechanisms of international cooperation in the field of defense. The study examines in detail the Law «On Security», the Law «On Defense», the Military Doctrine of the Republic of Tajikistan and the Concept of Foreign Policy. The purpose of the study is to assess the effectiveness of these agreements, identify existing barriers to their implementation, and determine promising areas for the further development of military partnership between the two countries. The methods of legal analysis, comparative historical approach and structural study of regulatory acts were used. The study analyzed the key military-political agreements between Russia and Tajikistan. The paper examines the adaptation of these documents to the current international situation, analyzes their strengths and weaknesses, and studies mechanisms to counter modern challenges such as cyber threats, hybrid conflicts, and transnational security threats. The novelty of the study lies in the comprehensive consideration of the legal aspects of Tajik-Russian military cooperation with an emphasis on current threats to regional security. Based on the analysis, recommendations are proposed to improve the existing legal framework, strengthen the mechanisms of bilateral military interaction, and increase the level of strategic coordination. The results obtained are of interest to specialists in the field of international law, defense policy, and strategic planning, and can also be used in developing new legal initiatives in the field of military security.Downloads
