Review of approaches to using the Soviet government communications system in the context of the growing military threat (1939 – early 1941)

The relevance of the research is due to the need to summarize the historical experience in information and telecommunication support of military management in the context of a modern geopolitical situation. The purpose of this study is to identify the features of the soviet government communications system development. The research area is quite broad. It seeks to identify general patterns in the preparation of the USSR to repel aggression from Nazi Germany and its satellites in the late 1930s and early 1940s. The chronology of the study encompasses the period from the 1930s to the 1940s, marked by increasing threats to the military security of the Soviet state. The source base of the research consists of documents from the Central Archive of the Ministry of Defense of the Russian Federation. Methodology. The emergence and development of governmental communications in the USSR are examined and assessed based on the principle of historicism. The comparative method allows for comparing government communication with other forms of communication used in used in armed forces management. The ideographic method reconstructs the informational and telecommunications support of military administration drawing upon the unique experiences gained during the pre-war years regarding the provision of governmental communications. The novelty of the research lies in identifying trends and peculiarities in the development of the government communications system between the top party and state leadership of the USSR during the pre-war period. Based on the factual material, the author substantiates the trend of the pre-war expanding the government communications system by involving senior-level officers from both the armed forces and security agencies and characterizes it as part of the broader process of developing the principles of strategic leadership. Additionally, the author identifies how the degree of telecommunication support influenced the effectiveness of the Red Army's operations, and he also reveals the patterns of using the soviet government communications system for the strategic leadership of the armed forces under increasing military threat. As a research results, the author examines the process of the soviet government communications system development by involving senior-level officers of the USSR military command at the turn of the 1930s and 1940s. He also presents the specifics of the NKVD leadership activities to optimize the government communications system on the eve of the Great Patriotic War. The results can be used as the military experience of strategic leadership accumulated in the context of global confrontation.Downloads
