Abstract

The analysis showed that the increase of efficiency of implementation of the state national policy prevents problematic aspects of organizational, legal, informational nature. Therefore, in conditions of modern federalism institutional system should be aimed at the formation of feedback mechanisms, adequate to understanding of the problems of the regions at the federal level in international sphere. Science and social validity of legislation should help to reduce the risk of administrative errors and to improve the effectiveness of the decisions.
