Формирование российской политической элиты как фактор эффективного государственного управления

Abstract

n the article the problems of formation of new political elite of Russia in the conditions of modern political development are examined. Basic approaches to understanding of political elite, requirements to professionalism of ruling groups, their moral and professional level are defined. The author comes to a conclusion that only professionally prepared political elite can become a source of creation and dynamic development of home public administration.
