Abstract

The article discusses the main features of the system and the conditions of use of the system analysis in public administration, as well as the possibilities and the practical results of the application of the system-functional approach in the studied field. Special attention is paid to the comparative characteristics of the distinctive features of process and project approaches in the context of government practices, taking into account the specifics of project management, as a form of professional activity. The obstacles to the implementation of project-oriented approach in the implementation of public administration and public policy formation are presented.
