Abstract

One of the key problems of the government of Russia is corruption as systemic, institutional char-acteristics of its functioning. Corruption is a comprehensive and global institutional distortion or defor-mation, essentially violating the principles of governance, equity and social justice, hinders economic de-velopment and endangers the stability of the political system and the moral foundations of communities. Especially dangerous is the ability to reproduce itself of corruption.
