INSTITUTIONAL FOUNDATIONS FOR FORMATION OF LOCAL SELF-GOVERNMENT AUTHORITIES IN LIBERAL PROJECTS OF THE BASIC LAW OF RUSSIA IN THE BEGINNING OF THE XX CENTURY

Abstract

The purpose of the article is to consider the basic directions of reforming the local self-government system of Russia, reflected in liberal constitutional projects in the beginning of the XX century. The subject of the study is a comparative analysis of five basic drafts of the Basic Law. Based on the results obtained, the author made a conclusion about the orientation of liberal lawmaking to the formation of a system of independent local self-government authorities in Russia, which in turn act as the basis for the formation of the basic institutions of civil society and the rule of law in Russia.
