Abstract

The purpose of the article is to study the impact of the reform of administrativeterritorial division on regional processes in the USSR in 19231934. The role of district level in the regional management system is determined by the example of the TsentralnoChernozemny region, and the importance of the elimination of districts for the fate of the regional levelmega regions. The results of the study can be used in the preparation of management decisions to amend the existing system of administrativeterritorial division and the ratio of powers of regional and local authorities.
