PROBLEMS OF INTERBUDGETARY RELATIONS AND BALANCES OF BUDGETS OF THE SUBJECTS OF THE RUSSIAN FEDERATION (ON THE EXAMPLE OF THE OREL REGION)

Abstract

The purpose of the article is to consider the problems of interbudgetary relations and the balance of the budgets of subjects, on the example of the Orel region. It is substantiated that the annual increase in expenditure obligations, initiated by the federal center, significantly exceeds the revenue potential of the regional budget. As a result of the research, the author suggests that in order to balance the regional budget, it is necessary to declare a moratorium on the transfer of authority to the regions at the federal level, the total amount of subsidies for equalizing the budgetary provision should not be lower than the volume of subsidies of the current year, and commercial loans should be replaced by budget loans.
