Abstract

The purpose of the article is to consider the main milestones in the implementation of the state policy of counteracting personnel corruption in the civil service system of the Russian state. The main historical stages in the period from IX to XVIII century are structured and their characteristics are presented. The essence of the anti-corruption policy as a whole is considered, and the main prerequisites are indicated with the indication of the regulatory and legal framework for the implementation of the state policy of counteracting personnel corruption. The author makes the assumption that the opposition to personnel corruption, as well as the choice of instruments and measures for its implementation, depends in Russia on historical trends, various transition stages, an undeveloped legislative system, a low legal culture, and the collapse of the control and supervision system.
