HISTORICAL EXPERIENCE OF FORMATION AND DEVELOPMENT OF LOCAL GOVERNMENTS IN RUSSIA

Abstract

The article summarizes the historical experience of the organization of local government in pre-revolutionary Russia, in the Soviet and post-Soviet periods. The features of the current legislation governing the structure of municipalities in the modern period are studied. The authors substantiate that representation at the level of local self-government in Russia has historically developed in such a way that at certain stages the bodies that implement the interests of the population exercised their powers not at the citizens' initiative living in the territory, but vice versa from the top to the bottom at will of the state.
