Administrative and political structure of the USSR and the Kazakh SSR on the eve of the Great Patriotic War

The aim of the article is to analyze the structure of the administrative and political system of the USSR and the Kazakh SSR, their activities and interaction before the Great Patriotic War. The relevance of the study is determined by the need to study the fateful decisions of the USSR leadership focusing on the defense through changes in legislation and the implementation of these decisions by the leadership of the Kazakh Republic. The references are based on the works of Soviet, Russian and Kazakh authors devoted to the history of the Great Patriotic War. The peculiarities of the legislative reforms after the adoption of the Constitution of the USSR (1936) and the Constitution of the Kazakh SSR (1937) are given; the tendencies of making the labour legislation stricter, which provided an administrative and criminal responsibility for lateness to work and absenteeism are revealed. The article reveals the measures taken in these conditions by the Communist Party of the country to raise the patriotic feelings of the Soviet citizens, aimed at increasing the economic indicators of industrialization carried out in Kazakhstan during the study period of the Third Five-Year Plan. As a result, the author comes to the conclusion that the legislative reforms, the restructuring of the administrative and political system of the country by adopting the Constitutions made it possible to prepare the country for the forthcoming war of the USSR against Germany.Downloads
