Construction of the Petrograd-Orel railway line (1914-1918): a conflict between state and public inter-ests (based on materials from the Novgorod Society of Antiquities Lovers)

The purpose of the article is to study the conflict between state and public interests in relation to the construction of the Petrograd–Orel railway line. The initiator of the conflict was the Novgorod Society of Antiquities Lovers (NSAL), a local historical and archaeological public organization. The statement of the indicated research goal is motivated by the need for an objective analysis of the theses put forward by NSAL «for» and «against» the construction of a railway in wartime conditions. The author's goal relates to the field of the history of public relations and is relevant due to the possibility of extrapolating historical experience to the present. The paper analyzes the historical course of events from the start of construction in the spring of 1914 to the curtailment of work after the signing of the Treaty of Brest-Litovsk. The relationship of the NSAL with the authorities and the scientific community has been studied. Special attention is paid to the problem of the split of the NSAL into two opposing parties. The current innovative ideas expressed by NSAL on urban planning and the theory of monument protection are identified. In conclusion, a conclusion is drawn about the place and role of Society and its proposed concepts in the historical situation. The novelty of the study is to identify two parties within the NSAL, standing in opposition to each other. The views of both parties are analyzed, and the urban planning strategies proposed by them are formulated. For the first time in the literature, a reasoned conclusion has been made that it was the NSAL party, which stands on the side of the state for the continuation of the construction of the railway line in a given direction, that made proposals adequate to the needs of wartime, the requirements of the economic development of the region and the tasks of the cultural heritage monuments protection.Downloads
