Abstract

According to research by foreign scientists in the past two decades in international design prac-tices is a change of government, that is the methodological foundation in the concept of indirect government. The article reveals the essence of indirect instruments and government. Described positioning of the nonprofit sector in the indirect public administration. The results of empirical testing types and forms of inter-sectoral allocation of social partnership with the positioning of the nonprofit sector and research sustainability of NGOs in the Russian Federation.
